Under the general direction of the Staff Services Manager Ill, the Staff Services Manager I (SSMI) will provide day-to-day direction and supervision to a group of analytical staff within the Office of Grants Administration’s (OGA) Contract Unit. The SSMI will be primarily responsible for the development, implementation and coordination of all contractual agreements entered into on behalf of the Department.
Duties include but are not limited to:
• Supervise, plan, organize, review, and direct the daily activities of staff on the development, review, and processing of all the Departments Information Technology (IT) and non-IT contracts, including the competitive and non-competitive bid processes. Ensure all activities conducted by staff conform to all departmental and statewide rules, regulations, guidelines, policies and procedures.
• Review and approve contractual agreements by hard copy as well as utilizing the Financial Information System for California (Fl$Cal) System, and execute, all the Departments IT and non-IT contracts, ensuring all statements of work, budgets, terms and conditions and supporting documentation are consistent with the State Administrative Manual, State Contract Manual, California Government Code, Public Contract Code, and Department of General Services requirements.
• Ensure all IT and non-IT contracts are processed pursuant to the applicable delegated Departmental authority.
• Review and approve cooperative and grant agreements by hard copy as well as utilizing the Fl$Cal System, and execute, all the Departments cooperative and grant agreements, ensuring all statements of work, budgets, terms and conditions and supporting documentation are consistent with Department and federal requirements and policies.
• Plan, organize, manage, direct, and review the overall workload, activities, and operations of the Grant and Contract Unit; set priorities and assign tasks, provide supervisory direction, and monitor completion of assignments.
• Plan, organize, and facilitate activities, information, and services in connection with developing, adjusting, and maintaining the Contract Unit budget for fiscal forecasting and planning.
• Prepare and produce various reports for CDFA management, Executive Office and external and internal customers.
• Supervise staff in the execution of contracts and ensure activities follow all applicable State and Federal laws and regulations.
• Develop, conduct and coordinate department trainings on contract processes to ensure all department staff who prepare or administer contracts are aware of the most up-to-date rules, policies and procedures.
• Develop and ensure proper implementation of policies and procedures for department-wide contract use, including internal policies and procedures, requirements of the State Administrative Manual and State Contract Manual, California Government Code and Public Contract Code, and the Code of Federal Regulations.

The duties of this job are performed indoors up to 95% of the time. The remaining 5% involves traveling to various locations throughout California to attend trainings, meetings, or workshops on behalf of OGA. Travel requires use of common carriers (airplanes, trains, etc.) and automobiles. The employee’s workstation is located inside the OGA and is equipped with standard office equipment. The employee’s workplace is 1220 N Street, Sacramento, CA 95814.
Regular or recurring telework may occur as part of the incumbent’s ongoing regular schedule in accordance with CDFA’s Telework Policy.
