Job Description

Assistant Coordinator of Finance and Administration (Financial Specialist IV) Location Alliance, VA : JOB Works within the Department of Emergency Management and Security overseeing the Finance and Administration Division. Manages agency-wide budget, human resources, purchasing and procurement, grants, contract administration, audits, and countywide reimbursements (FEMA PA, EMAC, SMA, and Special Events). Manages security special request payments, monthly invoice reconciliation and adjustments for the county wide security contract. Assists with all matters relating to FEMA public assistance for the county. Leads county agencies in cost recovery efforts. Serves as the department travel, FMLA, and FOIA coordinator. Performs human resources management duties. Works under general supervision from the Deputy Coordinator of Mission Support.The position is classified as Emergency Service Personnel and will be required to work in the Emergency Operations Center (EOC) during activations. May require 12 hour orlonger shifts that may include evenings, weekends and holidays. Serves as Emergency Management staff Duty Officer 24/7 on a rotational basis providing support response during emergencies. A complete list of position duties and unique physical requirements can be found in the position .)Prepares or oversees the preparation of large, complex agency budget;Directs all budgeting, purchasing, and payment activities for the agency;Oversees development and implementation of fiscal management and accounting procedures for the agency;Coordinates and oversees audit processes;Prepares grant proposals and reports;Ensures compliance with all applicable Federal, State and County regulations and procedures. SUPPLEMENTAL INFORMATION MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to")Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 6 credit hours of basic accounting principles and concepts; plus five years of professional-level experience in finance, business administration, budgeting, or contract management, to include 2 years of supervisory experience.
